Replace the dirt with rubber playground flooring. This will make the park easier to clean and maintain. Plantings around all the fences and trees to make the park more enclosed from traffic. Add a water fountain for dogs to drink and perhaps a dog hose to wash down the dogs as well. create an enclosed shaded area for people to sit while the dogs are playing. perhaps this area is heated in the winter as well.
